It matches the 3 mounting tabs on the front of the radio dial and allows the glass to sit on a resilient surface and raises the glass to the proper height to reduce the possibility of interference with the tuning dial pointers. The gasket is placed on the dial, then the glass, then the two fastening clips are attached with machine screws to secure the glass.
